Subsidies and Grants for Residential Child Care Facilities for Children
The program aims to address the vulnerabilities faced by children deprived of parental care, exposing them to abuse, exploitation, and maltreatment. The program offers a variety of alternative care options, whether short or long-term. Among these options are Residential Child Care Facilities (RCCFs) which play a pivotal role. Residential Child Care Facilities help children without parents or proper parental care, to grow up in a family set-up environment.
Who qualifies?
Any registered approved residential child care facility can apply for a grant for each child placed in its care with a court order. Grants will be paid out monthly. All facilities must comply with the minimum standards for residential child care facilities.
Residential Child Care facilities are:
Children’s Home: are for Abandoned, neglected, abused (emotional, physical, or sexual) or orphaned children, Children who cannot be placed in kinship care, foster care or adopted. Children placed under Criminal Procedure Act and children awaiting criminal trial or sentence should not be placed in the facility.
Place of safety: All places of safety must be approved by the Minister of Gender Equality. These include foster parent, Private facility, Private home, Government school and Appropriate State-owned place.
Shelters for victims of Gender Based Violence/Violence against Children/Trafficking in Persons: Shelters provide short-term accommodation and basic services for persons in crisis and persons with nowhere else to live. Abused adults and children, Children living or working on the streets and Victims of trafficking in person.
Place of care: are facilities for the short-term care of more than six children on behalf of their parents or care-givers in terms of a private arrangement with the child’s parent or care-giver, with or without payment or a fee. Places of care include crèches, day care centers, kindergartens, etc. Places of care for children with special needs qualifies for a grant.
How to apply
Registered facilities must submit a claim with a list of children with court orders to the Ministry of Gender Equality, Poverty Eradication; Social Welfare. The subsidy and grants for RCCF are for registered children’s home, place of safety, shelters, and care facilities. The program caters for all children 0-18 years, children and adults of Gender Based Violence, Violence against Children/Trafficking in Persons.
Required documents
- Certified copy of court order placing the child in the care of the facility.
- Certified copy of approval granted to place of safety OR registration certificate of facility.
Benefit/service provided
- Children’s Home (Private or Government): N$ 473 per child per month
- Place of safety: N$ 15 per child per day. Maximum of 6 children cared for by a family including your own children
- Shelters for victims of Gender Based Violence/Violence Against Children/Trafficking in Persons: Subsidy is calculated based on their monthly expenses and the government only compliments
- Places of Care: Grant for places of care for child
