Directorate of Policy, Planning and Research

 

The Directorate of Policy, Planning and Research consists of two divisions namely: Division; Policy and Planning, and Division; Programs Review, Monitoring and Evaluation. The two divisions are responsible for the following:

Policy and Planning

  • Policy formulation

The division coordinates the development of policies, strategies and frameworks for the Ministry and their implementation. It also ensures that the developed policies and strategies are disseminated, and awareness is created to all stakeholders. The division has coordinated the development and implementation of the following policies: the Social Protection Policy, the Blueprint on Wealth Redistribution and Poverty Eradication and the Zero Hunger RoadMap.

  • Planning and Research

The division coordinates the development of Ministerial Strategic Plans and Annual Plans and monitors their implementation. In addition, as part of its mandate, the division provides planning and advisory services to all Ministerial Directorates. Furthermore, it is responsible for conducting socio-economic research and documents socio-economic issues to inform development strategies and coordinates social protection programmes.

  • Capital Projects

The division coordinates the construction, renovation, and maintenance of various Ministerial infrastructure across the 14 regions. The Ministerial infrastructure includes Ministerial offices, Gender Based Violence (GBV) shelters, Community Empowerment Centres (CECs), Early Childhood Development Centres (ECDs), Namibia Children’s Homes and After School Centres.

  • Library Services

The Directorate is responsible for managing the Ministerial resources centre and disseminating information on the Ministerial programs to the public.

Programs Review, Monitoring and Evaluation

  • Monitoring and Evaluation

The division is responsible for monitoring and evaluating Ministerial programmes and policy documents, carrying out internal reviews to assess the progress of various ministerial programmes, as well as producing Ministerial and Sectoral implementation progress reports. This includes preparing quarterly and annual reports that document the achievements and tracking of progress of national indicators. Furthermore, the division is responsible for producing Social Protection Policy implementation reports, National Development Plan reporting, and HPP progress reports. This division serves as a focal point for various sectoral committees.

  • Statistics

The division collects, manages, analyses, and interprets Ministerial and sectoral statistics/data, which helps in reporting on data trends over time. The data collection and analysis functions assist critical for the effective policy development and implementation.
